2008 MTA will be threatening fare increases, and December of the same year will be negotiating with Transit Workers Union. Who would like to bet that right after the fare increase (despite having budget surpluses) that the TWU will again saber-rattle a strike and this time if they are smart they will create the good will by fighting for fare freezes.
